Reducing Juvenile Incarceration

A recent report has noted that crime rates among youth have not jumped when juveniles have been removed from detention facilities.  The report gleaned data from the last 40 years and found that  incarcerating juveniles is ineffective and costly.

States across the country pay a yearly average of $88,000 for each juvenile offender incarcerated.  One report found that nearly 60,000 youths are jailed nationwide.  The same report showed that there was not a measurable increase in youth crime when states lowered correctional populations or even closed correctional facilities.

Alternatives to juvenile detention and correctional facilities can include, out-of-home placement in a camp-like setting, victim-offender mediation, family counseling, and others.  Some benefits of reducing youth incarceration include, improved public safety, reduction of racial disparities and bias, and lower expenses  to taxpayers.

What are the details of the report, as I'm always looking for more evidence to add to the existing pile that there are more effective and cheaper alternatives to custody.
