S.132: Gang Prevention & Abatement and the Cradle to Prison Pipeline
S.132
California Senator Diane Feinstein has introduced S.132 billed as the Gang Abatement and Prevention Act of 2009.  If passed, the law will: (1) impose penalties on individuals who knowingly commit a gang crime or other violent crime in furtherance of a criminal street gang or who recruit persons to participate in a gang; (2) expand the prohibition against committing violent crimes in aid of racketeering activity to include gang-related racketeering activity; and (3) increase criminal penalties for threats, attempts, or conspires to commit crimes of violence.  For a more thorough summary, click here.
This author hopes the Bill will do more than increase punishment.  Indeed, support for a proactive approach intended to prevent participation in gangs and criminal activity is needed.  

Cradle to Prison Pipeline
The Children's Defense Fund under the stewardship of Marian Wright Edelman has begun a campaign to interrupt the Cradle to Prison Pipeline. According to CDF:
  • Every second a public school student is suspended.*
  • Every 10 seconds a high school student drops out.*
  • Every 17 seconds a public school student is corporally punished.*
  • Every 25 seconds a child is arrested.
  • Every 35 seconds a baby is born into poverty.
  • Every 40 seconds a child is confirmed as abused or neglected.
  • Every 41 seconds a baby is born without health insurance.
  • Every minute a baby is born to a teen mother.
  • Every 2 minutes a baby is born at low birthweight.
  • Every 5 minutes a child is arrested for a drug offense.
  • Every 9 minutes a child is arrested for a violent crime.
  • Every 18 minutes a baby dies before his first birthday.
  • Every 3 hours a child or teen is killed by a firearm.
  • Every 5 hours a child or teen commits suicide.
  • Every 6 hours a child is killed by abuse or neglect.
  • Every 14 hours a woman dies from complications of childbirth or pregnancy.
If we truly desire to abate and prevent gangs, addressing the Cradle to Prison Pipeline is paramount.  Join the campaign here.
